If you answered “yes” to the questions above, we want you to join our team as a Regional Transportation & Land Use Policy Coordinator with the Clackamas County Department of Transportation & Development (DTD). If selected for this position, you will be the coordination lead of a Regional Coordination Team composed of senior staff, and represent the County's transportation and land use visions, goals, policies, and initiatives before significant state and regional policy making bodies.

The Regional Coordination Team represents the Department of Transportation & Development on several regional planning projects, programs, and committees and actively engages with the Clackamas County Coordinating Committee (C4). The team works with County Administration and the Department of Public & Government Affairs (PGA) to advocate for Clackamas County policy objectives before outside agencies and defend against rule making that may adversely impact the County’s objectives. The Regional Coordination Team also works with PGA to help develop and support the County’s legislative agenda.

The Regional Transportation & Land Use Policy Coordinator position is an unparalleled opportunity to apply technical knowledge and expertise to complex issues related to the Department of Transportation & Development operations and local, regional, and statewide initiatives. As a technical expert within the specialized fields of transportation and land use, you will navigate the political and economic factors that impact the County and its regional partners. In this lead role, you will focus on relationship building and strategic communication to improve the County’s regional and statewide position on transportation and land use initiatives.

Duties may include but are not limited to the following:

  • Advocates the County's transportation and land use goals and objectives before significant policy-making agencies, councils, groups, and organizations such as legislative committees, Metro, Association of Oregon Counties (AOC). Serves on state and regional transportation and land use committees that are technical in nature and involve working with high level staff from other jurisdictions.
  • Prepare and present reports on policy issues to public bodies such as the Board of County Commissioners and community groups.
  • Plan, lead, organize, and direct certain significant transportation and/or land use projects within the Department. Lead staff assigned to such projects. Participate in the development of the Department's work plan.
  • Work with staff and the Director to develop and support the County's legislative agenda. Collaborate with DTD in coordination with County Administration and County Counsel on policy, strategy, and drafting legislation and administrative rules.
  • Promotes interdepartmental and interagency cooperation by building effective relationships and communication with internal and external audiences or stakeholders.

This position works 40 hours during a standard workweek of Monday through Friday with occasional evening and/or weekend meetings. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Required Qualifications.

  • Lead work experience that may include leading projects, programs or initiatives, or leading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training
  • At least two (2) years of project management experience, including developing and monitoring projects, project budgets, and timetables
  • Thorough understanding of transportation and/or land use issues related to government
  • At least two (2) years of experience managing transportation planning, land use and/or community development projects
  • At least two (2) years of experience with public speaking and delivering public presentations to a variety of audiences
  • Strong verbal and written communication skills, including ability to convey technical information to individuals with various level of technical knowledge and skill
  • Strong interpersonal skills that translate into all of the following:
    • Ability to establish and maintain effective working relationships and partnerships both internally and externally
    • Ability to handle a wide range of situations and circumstances effectively, positively, and professionally and to maintain composure in difficult, stressful and quickly emerging situations

  • Possession of a valid driver's license or an acceptable alternative method of transportation. Preferred Qualifications.

  • Bachelor's degree in planning, zoning, urban development, transportation engineering or a related field
  • Understanding of a legislative process
  • Possession of the American Institute of Certified Planners (AICP) certification
  • State and/or Federal intergovernmental coordination experience
